The gist of the 29CFR code and surrounding body of legislation is very simple really; the object is to reduce the hazards associated with chemical handling. There’s a reason why this code is commonly referred to as the “Hazard Communication” and/or the “Right to Know” legislation. It’s about information. It’s about telling people who are actually handling a chemical of those elements that are essential to its safe management.
